In accordance with the requirements of the Resolution of the Cabinet of Ministers of Ukraine dated July 22, 2020 No. 641 "On the establishment of quarantine and the introduction of enhanced anti-epidemic measures in the territory with a significant spread of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus" in order to prevent the spread in the territory of acute respiratory disease COVID-19, caused by the SARS-CoV-2 coronavirus, from August 1, 2020 to August 31, 2020, on the territory of the regions and the city of Kyiv, taking into account the epidemic situation in the region, the effect of the quarantine established by the resolution of the Cabinet of Ministers of Ukraine was extended dated March 11, 2020 No. 211 "On preventing the spread of acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus in the territory of Ukraine."
Pursuant to subsection 3 of paragraph 13 of the Regulation on the functional subsystem of training preschool children, pupils and students to act in emergency situations (on matters of life safety) of the unified state system of civil protection, approved by order of the Ministry of Education and Science of Ukraine dated 21.11.2016 No. 1400, registered in To the Ministry of Justice of Ukraine on December 14, 2016 under No. 1623/29752, taking into account the requirements of the order of the Ministry of Education and Science of Ukraine dated March 16, 2020 No. 406 "On organizational measures to prevent the spread of the COVID-19 coronavirus", in order to ensure the sustainable functioning of facilities education in the conditions of an emergency situation and the preservation of life and health of participants in the educational process is proposed:
I. Continue the operation of the emergency regime of the functional subsystem of training preschool children, pupils and students to act in emergency situations (on matters of life safety) of the unified state system of civil protection to prevent the spread of a state-level medical and biological emergency related to the spread on the territory of Ukraine of the acute respiratory disease COV1D-19 caused by the SARS-CoV-2 coronavirus;
II. To inform the participants of the educational process of educational institutions and employees of enterprises, institutions and organizations belonging to the sphere of management of the Ministry of Education and Culture about the extension of adaptive quarantine and bans in force on the territory of Ukraine for the period of quarantine, depending on the level of epidemic danger in the region or individual administrative-territorial units, which is established based on the results of the assessment of epidemic indicators and is determined by the decision of the State Commission on Technological and Environmental Safety and Emergency Situations, which is posted on the official information portal of the Cabinet of Ministers of Ukraine;
III. To carry out measures within the scope of competence and volumes necessary to eliminate the consequences of an emergency situation;
IV. To conduct introductory (initial) briefings on life safety of participants in the educational process regarding life safety during the academic year and the heating season on compliance with restrictions to prevent the spread of acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus, rules of conduct in educational institutions, rules fire safety, electrical safety, road safety, prevention of gastrointestinal diseases, norms of hygiene and industrial sanitation, rules of behavior in public places, as well as handling of unfamiliar people and objects, use of public transport, prevention of injuries on railway infrastructure facilities, actions in case of emergencies, etc. according to the relevant instructions with registration in the journals.
Within the competence to ensure the implementation of the Plan of measures for the preparation of the facilities of the fuel and energy complex of Ukraine for the autumn-winter period of 2020/21 and its completion, approved by the order of the Cabinet of Ministers of Ukraine dated July 22, 2020 No. 916-r.
Pursuant to subsection 14, clause 2, section III and subsection 5, clause 1, section IV of the Regulation on the organization of work on occupational health and safety of participants in the educational process in educational institutions and establishments, approved by order of the Ministry of Education and Science of Ukraine dated 12.26.2017 No. 1669, registered in To the Ministry of Justice of Ukraine on January 23, 2018 under No. 100/31552, we offer for consideration in the work instructional and methodical materials regarding the procedure for preparing an educational institution for the new academic year and the heating season in matters of civil protection, labor protection and life safety.
