Such centers are designed to promote the professional development of teachers of schools, kindergartens, inclusive resource and interschool resource centers.
"The need for such development is dictated by the global principle of lifelong education, which allows one to remain a competitive specialist, and Ukrainian educational reforms, which require professional teachers.
We are sure of the importance of professional development centers and invite the educational community to join the work on the regulation of such centers," said the head of the Ministry of Education, Culture, Sports, Science and Technology Lyubomyra Mandziy.
The tasks of the centers should be:
- advisory support for teachers regarding professional development, supervision, documentation of the institution, educational and training programs, organization of the educational process (including the use of distance learning technologies);
– professional support of teachers regarding competence-based, personally oriented, active, inclusive approaches to learning and new educational technologies;
- promoting the professional development of teachers, in particular through the coordination of professional communities, the dissemination of information on professional development, the formation of databases of professional development programs and sources necessary for professional development;
– psychological support of teachers;
- interaction and cooperation with state authorities and local self-government bodies.
The project provides that district, city (district in the city) councils can become the founders of the centers. Several founders can jointly form a center and enter into an agreement on joint activities.
Each center will be able to operate within the service territory defined by its founder. Such a territory is determined on the basis that in preschool, after-school, general secondary education institutions, inclusive resource and interschool resource centers located in the territory of its service, at least:
– 500 teachers – if educational institutions and institutions in the service territory of the center are located in villages and cities;
- 750 teachers - if educational institutions and institutions in the center's service territory are located exclusively in cities.
The center is managed by a director who will be appointed through a competition.
The founders have to finance such institutions. Charitable contributions of legal entities and individuals can also be sources of financing.

It should be noted that, according to the new law "On comprehensive general secondary education", by September 1, 2020, scientific and methodical (methodical) centers and offices must be reorganized into centers for the professional development of teachers.
