In the Ukrainian system of secondary education, apart from final exams in the form of external examinations, there is no single final evaluation tool with adequate procedures, so the cancellation of testing will lead to the fact that those who are really better prepared will not enter universities. This was said by the deputy director of the Ukrainian Center for the Evaluation of the Quality of Education, Tetyana Vakulenko.
She noted that in Ukrainian schools, evaluation is quite subjective, since the teacher communicates only with his students and often does not see students from other schools.
"Teachers of gymnasiums and lyceums have very high requirements, while rural teachers, unfortunately, often do not demand much from their students. Therefore, the assessment offered by teachers during training cannot be a criterion for admission, it will put graduates in unequal conditions, and students from the best schools will become hostages of this situation," said Vakulenko.
According to her, the only tool for final assessment is tasks that are developed centrally, not by the school itself.
"Therefore, the average score of a school certificate does not always reflect the real level of a school graduate against the background of the entire country. In any class, there are those who get high grades, as well as those who get low grades, but do the excellent students of all schools know mathematics, the Ukrainian language, or physics equally well? Do not think. So, if you introduce admission based on a certificate only, it may happen that those who are really better prepared will not enter higher education institutions," added the deputy director of the UTSOYAO.
She reported that the Ministry of Education and Science, together with the Ukrainian National Academy of Sciences, is working on adapting certain components of the examination procedure to the difficult situation that has arisen.
"We can and must guarantee one thing - ZNO-2020 will take place!" - said Tetyana Vakulenko.
As you know, the Ministry of Education and Science also emphasizes that the testing will be conducted this year. According to the Deputy Minister of Education and Science, Yehor Stadny, the Ministry of Education and Culture and Science and Technology of Ukraine are working out several scenarios for the conduct of external examinations for various options for the unfolding of events.
