The Ministry of Education and Science approved the Procedure for monitoring the quality of education.

The document defines the mechanism for preparing and conducting monitoring of the quality of education and educational activities in preschool, general secondary, out-of-school education institutions, regardless of their subordination, type and form of ownership.

The purpose of monitoring is to identify and track trends in the development of the quality of education in the country, in individual territories, in educational institutions, to establish the compliance of the actual results of educational activity with its stated goals, and to assess the causes of deviations from the goals.

The objects of monitoring can be educational and management processes in educational institutions, various types of activities of participants in the educational process, conditions for the implementation of educational and managerial activities, the results of the introduction of educational changes, the state of the organization of the educational process in the educational institution, the results of training and development of education seekers, their formation competencies, etc.

The subjects of monitoring can be the Ministry of Education and Science, the State Service for the Quality of Education, the Ukrainian Center for Evaluation of the Quality of Education, its regional centers, scientific organizations, scientific, scientific and methodical institutions, other institutions that belong to the sphere of management of the Ministry of Education and Culture, etc.

It is assumed that monitoring can be internal and external, and can also be carried out at the local, regional, national or international levels.

The participation of educational institutions and participants in the educational process in the external monitoring of the quality of education is voluntary, except for monitoring at the national or international levels.
