In 2019, it is planned to start automating the process of drawing lots for enrolling children in the 1st grade for free places through the launch and piloting of electronic registers, explained the Ministry of Education and Culture
Currently, information is spreading in the mass media that the Ministry of Education and Science of Ukraine plans to cancel the lottery and introduce an all-Ukrainian electronic register for the admission of children to the first grades in 2019 - this information is not true. In order to avoid the further spread of false information, the Ministry of Education and Culture has prepared a corresponding clarification.
Thus, it is planned that in 2019, the Ministry of Education and Culture, together with local self-government bodies of cities that will be ready to implement such a project, will create registers that will be used to enroll children in school. At the same time, the introduction of registers assumes that the principle of territorial accessibility will be preserved, i.e. the right to a guaranteed place at school will be given to children living in the service territory of the institution. The system will also include an automated lottery mechanism.
One of the tasks of such registers is to remove the process of confirming a child's place of residence from schools, because this is not a function peculiar to directors of educational institutions. It should be noted that the creation of relevant registers is provided for by the new Law "On Education", which was adopted on September 5, 2017. Some of the local self-government bodies have already started work on the registers, but it will take time for their finalization and effective use.
That is why, while the registers are still at the stage of development, the procedure of drawing lots directly in schools was proposed. The procedure is written in such a way that it is not vulnerable to abuse and is open to scrutiny by the general public.
