The government has determined how priority enrollment in the budget of those entrants who sign an agreement on working in villages or urban-type settlements will take place. The relevant resolution was adopted during the meeting of the Cabinet of Ministers today, May 30, 2018. The document will enter into force on January 1, 2019 and will be effective starting with the introductory campaign of 2019.
Entrants to medical and pedagogical universities in fields of knowledge 01 "Education/Pedagogy" and 22 "Health Care" will be able to use the right of priority enrollment. They will have to work in rural areas for at least 3 years - during this period, specialists will be provided with housing for free with payment for heating and lighting.
"At the end of 2016, the Verkhovna Rada canceled the forced employment of graduates of medical universities, because free choice of the place of further work is their constitutional right. At the same time, the possibility of first-priority admission to medical and pedagogical universities was provided for those entrants who themselves show a desire to work in rural areas. And today the Government made a very important decision, determining how this process will take place - who will form the need for personnel, how agreements will be concluded, etc. We hope that this will improve the level of provision of educational and medical services in villages, attract more young people there," said the Minister of Education and Science, Liliya Hrynevych.
The forecasted need for specialists with higher medical or pedagogical education in a certain area will be determined by the executive bodies of village, settlement, and city councils. Every year by February 1, they will submit the relevant list to the Regional State Administration, where by March 1, they will announce a competition for the conclusion of agreements for working out. During its implementation, preference will be given to residents of those settlements where the employer is located (or those closest to them).
Agreements with the winners will be signed by May 30. As a result, entrants receive the right to priority enrollment, and the employer - a guarantee of the availability of a specialist in a certain specialty (specialization) and level of higher education.
After graduation, the graduate will have to come to the place of work within a month, sign an employment contract and start working. If the graduate refuses to fulfill the terms of the agreement, he will need to reimburse the funds spent by the university on his training.
The resolution of the CMU also approved the Model Agreement, which spells out the rights and obligations of the parties.
