From September 20, 2019, monitoring of food safety in educational institutions will be carried out according to new rules. In particular, the most important innovation for operators providing food services will be the introduction of the HACCP system. Such a requirement is stipulated by the Law of Ukraine "On Basic Principles and Requirements for the Safety and Quality of Food Products".
The law entered into force on September 20, 2015, the implementation of which will introduce a system of state control at all stages of production and circulation of food products - "from the farm to the table".
In addition to the implementation of the HACCP system, a business entity that provides catering services in educational institutions must be entered in the State register of capacities of market operators (or, if necessary, obtain an operating permit). Also, the market operator must be able to establish other market operators who supply him with food products, that is, to ensure traceability.
In order to enable market operators to reorient themselves to the new requirements, transitional periods were defined. Yes, for facilities that contain unprocessed ingredients of animal origin (except for small facilities), three years from the day following the date of publication of this Law, from September 20, 2017.
For facilities that carry out activities with food products that do not contain raw ingredients of animal origin (except for small facilities), after four years - from September 20, 2018.
A transition period of five years has been established for small capacities - from September 20, 2019. In the vast majority of business entities that provide catering services in educational institutions, this category belongs to this category.
