The government created the Competition Commission for the selection of members of the National Agency for Quality Assurance of Higher Education. The relevant resolution was adopted on November 22, 2017, during the meeting of the Cabinet of Ministers.
The commission should develop Regulations on the competition for the election of agency members, form qualification requirements for candidates, organize and conduct a competitive selection of agency members. In particular, qualification requirements should include a scientific degree or professional work experience of at least 5 years for everyone, except for representatives of student self-government bodies.
"It is very important for us to select members and start the work of the agency as soon as possible, because it is intended to become a key player in the field of quality assurance of higher education. The law provides for many processes in which the agency must be involved, in particular, accreditation of educational institutions and educational programs, attestation of scientific personnel, assignment and confirmation of the status of universities, etc.," stressed Minister of Education and Science Liliya Hrynevych.
The commission will include 9 people:
- Representative of the Ministry of Education and Culture
- Representative from the European Association for Quality Assurance in Higher Education (ENQA)
– Representative from the Association of European Universities (EUA)
– Representative from the European Association of Higher Education Institutions (EURASHE)
– Representative from the European Union of Students (ESU)
- Representative of the joint representative body of all-Ukrainian associations of employers' organizations
- Representative of the National Academy of Sciences of Ukraine
- Representative of the National Academy of Pedagogical Sciences of Ukraine
- Representative of the public organization "Ukrainian Students' Association", which is a member of the European Union of Students (ESU).
The personnel of the Commission will be approved by the Cabinet of Ministers for 3 years without the right of re-approval for a second term. Its members can be persons who have a scientific degree and/or academic title or professional work experience of at least 5 years for all, except for student representatives and international representatives.
