The Ministry of Education and Science approved the Terms of admission to higher education institutions of Ukraine in 2018. The corresponding order was signed by the Minister of Education Liliya Hrynevych.
The document establishes the basic rules for conducting an admissions campaign to institutions of higher education and are mandatory for universities regardless of the forms of ownership and subordination, except for military educational institutions.
In 2018, registration of entrants' electronic accounts and uploading of necessary documents to them will begin on July 2 and end on July 25.
Applications and documents will be accepted on July 12. Persons who will enter higher education institutions on the basis of an interview, entrance exams or creative competitions will be able to submit applications until July 20; applicants who will enter only on the basis of certificates of external independent assessment - until July 26.
Creative contests will be held in several sessions from July 14 to 26; entrance exams - from July 21 to 26; interviews - from July 21 to 23 inclusive.
A ranked list of entrants, indicating those recommended for enrollment, will be formed and published on August 1.
Entrants who receive recommendations must fulfill the requirements for admission to state or regional order places by August 6.
Enrollment of entrants by state or regional order will take place on August 7, and for the funds of individuals or legal entities - no later than September 30.
In 2018, entrants based on full general secondary education in full-time and part-time forms of education, with the exception of some cases, will submit applications only in electronic form.
One of the innovations of the 2018 admission campaign will be to reduce the number of applications that applicants can submit from 9 to 7. Therefore, according to the approved Admission Conditions, applicants will have the opportunity to submit up to seven applications for state and regional order places in no more than four specialties.
Another innovation is the fixing in the Conditions of Admission of the minimum value of the number of points from the entrance tests for admission on the basis of a complete general secondary education for the specialties "Dentistry", "Medicine" and "Pediatrics". The minimum value for admission to these specialties cannot be less than 150 points.
There will be no restrictions on the submission of applications for competitive proposals at the expense of individuals or legal entities.
In 2018, higher education institutions will accept the 2016, 2017 and 2018 ZNO certificates, in addition to grades in English, French, German and Spanish. Assessments for these foreign languages will only be accepted from 2018 external assessment certificates.
For the competitive selection of entrants, the higher education institutions will count the points of the ZNO certificates (results of entrance exams or creative competitions) from three competitive subjects.
By December 31, 2017, institutions of higher education must develop and publish their own admission rules. These rules will contain a list of educational programs, as well as competitive proposals, according to which entrants will be accepted, the procedure for conducting competitive selection, a list of competitive subjects for which entrants must submit a certificate of external examination.
Informing the public about the licensed volume, the volume of places ordered by the state, the cost of education, the process of submitting applications for admission, recommendations for enrollment and enrollment in higher education institutions in 2018 will be carried out by information systems, based on the data of the Unified Electronic Database on Education.
The approved Terms of admission to higher education institutions in 2018 also established a formula by which the competitive score of entrants will be calculated, determined the specifics of conducting interviews, entrance exams and creative competitions, defined special conditions for participation in the competition for obtaining higher education for certain categories of citizens, specifics formation of rating lists of entrants, etc.
