Clause 3.27 of the standard provision on the certification of teaching staff, approved by the order of the Ministry of Education and Science of Ukraine dated 6.10.2010 No. 930, establishes that the qualification categories assigned by the previous certification are retained for teaching staff who transfer to the positions of methodologists. Certification of such employees is carried out no later than two years after the transfer to the position of methodologist.
Note 3 to paragraph 3 of the Instruction on the procedure for calculating the salary of education workers, approved by the order of the Ministry of Education of Ukraine dated 15.04.93 No. 102, taking into account the changes introduced by the order of the Ministry of Education of Ukraine dated 31.05.1994 No. 167 "On Amendments to the Order of the Ministry of Education of Ukraine dated 25.02.93 No. 45 and the Instruction on the Procedure for Calculating the Salary of Education Workers" provides that the methodologists of educational and methodical offices (centers) retain the right until the next attestation to receive increased salaries, if during the period of working in the positions teacher, lecturer, educator, according to the results of the certification, they were assigned the appropriate title.
According to Clause 3 of the Procedure for Assigning Qualification Categories and Pedagogical Ranks of Pedagogical Workers, approved by Resolution of the Cabinet of Ministers of Ukraine of December 23, 2015 No. 1109 "On Approval of the List of Qualification Categories and Pedagogical Ranks of Pedagogical Workers and the Procedure for Their Assignment" pedagogical titles "senior teacher" and "Methodist teacher" is assigned to teachers of all specialties. The specified resolution does not provide for pedagogical titles that could be assigned to methodologists.
Therefore, the right to increase the official salary of a methodologist of a methodical office, who transferred to this position from the position of a teacher, for the pedagogical titles that were assigned during his work as a teacher, should be preserved only until the next attestation for the position of a methodologist.
In the future, the presence of the pedagogical rank of "senior teacher" or "methodist teacher" assigned to the position of a teacher in a general educational institution does not affect the salary of a methodologist in a methodical office.
Clause 3.23 of the Standard Regulation establishes that teaching staff who work in educational institutions part-time or under the terms of a fixed-term employment contract are certified on general grounds.
Therefore, if a pedagogical worker, holding the position of a methodologist of a methodical office (center), also works as a teacher in a general educational institution, then he must be certified for both of these positions for the assignment or confirmation of a qualification category, and, in addition, for the position of a teacher, he must be certified for confirming the pedagogical rank.
