The Ministry of Education and Science developed and published for public discussion the draft Terms of admission to higher educational institutions of Ukraine in 2018. After its approval, the document will become mandatory for higher educational institutions, regardless of the forms of ownership and subordination, except for higher military educational institutions.
It is planned that the registration of the electronic offices of entrants for admission to the first year of bachelor's or master's degree in medical, pharmaceutical, and veterinary fields and uploading of attachments to documents on complete general secondary education will begin on July 2 and end on July 25.
Acceptance of applications and documents from entrants should begin on July 12, and will be completed on July 20 for persons who enter based on an interview, entrance exams or creative contests and on July 26 for persons who enter only on the basis of certificates of external examination.
Creative competitions will be held in several sessions from July 17 to 26, entrance exams from July 21 to 26, and interviews from July 21 to 23 inclusive.
Formation of the ranking list of applicants who will enter on the basis of certificates of external examinations, creative contests and entrance exams with an indication of those recommended for enrollment will be made public no later than August 1.
Entrants who receive recommendations must fulfill the requirements for admission to state or regional order places by 12:00 p.m. on August 6.
It is planned that the enrollment of entrants by state or regional order will be carried out no later than 12:00 on August 7, and for the funds of individuals and legal entities - no later than September 30.
Entrants on the basis of full general secondary education in full-time and part-time forms of education will submit applications in electronic form.
It is planned to grant applicants the right to submit up to nine applications to higher education institutions for places of state and regional order and from no more than four specialties. The submission of applications for competitive proposals for participation in the competition for places at the expense of individuals or legal entities will not be limited.
To help applicants, higher education institutions can create counseling centers at admissions committees.
In 2018, the Ministry of Education offers to accept certificates of external independent assessment of 2016, 2017 and 2018, in addition to assessments in English, French, German and Spanish. English, French, German and Spanish language assessments will only be accepted from the 2018 External Independent Assessment Certificates.
For the competitive selection of persons who, on the basis of a complete general secondary education, will enter the first year of the bachelor's degree (master's degree in medicine, pharmacy and veterinary fields), the points of the external examination certificates in three competitive subjects will be counted.
If a foreign language is set as a competitive subject, the entrant has the right to submit an evaluation from the 2018 certificate in one of the foreign languages (English, German, French or Spanish) at his own discretion.
The draft document also defines other features of the admissions campaign to higher educational institutions in 2018.
