The government approved a stabilization grant to local budgets for expenses for vocational education in the amount of 97 million 994 thousand 600 hryvnias. The relevant resolution of the Cabinet of Ministers of Ukraine was adopted on July 14 during the government meeting.
Aid will be allocated only to cities whose budgets are unable to finance their own PTNS. Thus, the subsidy will support 20 cities in which the specific weight of expenses for financing vocational and technical educational institutions is greater than 20 % of the total volume of local budget expenses.
"This is a very necessary step to support vocational and technical education in Ukraine today. I have repeatedly emphasized that small cities of regional importance simply physically cannot afford to finance local vocational training centers exclusively from their own budgets. We continue to work to ensure that the issue of financing vocational and technical education is resolved at the systemic level," said the Minister of Education and Science of Ukraine, Liliya Hrynevych.
The new law "On Vocational Education", which describes this mechanism in detail, should put an end to the problem of financing vocational and technical education. The corresponding draft law is currently being approved and should appear freely available on the website of the Verkhovna Rada of Ukraine within a week.
We remind you that the functioning and financing of vocational and technical education in Ukraine is currently regulated by the 1998 law "On Vocational and Technical Education".
