"Every child should receive a quality education, regardless of their place of residence," said Deputy Minister of Education and Science of Ukraine Pavlo Khobzei during the educational polylogue "Reforming Primary Education: Advantages and Risks" on March 22, 2016 in the Kyiv city teacher's building.
Pavlo Khobzei informed the audience that the new basic draft of the law "On Education" will prescribe the structure of the primary school. According to the deputy minister, the primary school will have two cycles: the first is the 1st and 2nd grades, where learning will be close to preschool education, will not have a grading system and homework; the second is the 3rd and 4th grade, where learning will involve student assessment. "A child should go to school with joy and interest in learning," emphasized Pavlo Khobzei.
The deputy minister noted that parents are interested in primary school because it is the start of a child's educational process. That is why two important things should be taken into account: teacher training and curriculum content. "In order for changes to take place and for society to believe that we are really building a new school, it is necessary to start in September 2018 with changes in the two most important educational areas for parents: elementary school and specialized high school," noted Pavlo Khobzei.
During the discussion, educators raised the issue of teacher's work in the context of the new elementary school, the content of educational programs for elementary school, textbooks, and others.
The purpose of the educational polyglot is to discuss existing problems in primary education, priorities and directions of development of primary education in the context of modern socio-cultural and economic development of the regions of Ukraine; develop proposals for draft normative legal acts on reforming primary education presented by the Ministry of Education and Science of Ukraine.
The director of the Department of Education and Science, Youth and Sports of the Kyiv City State Administration Olena Fidanyan, the head of the Department of Methodology and Psychology of Preschool and Elementary Education of the Institute of Postgraduate Pedagogical Education of the Borys Grinchenko Kyiv University Hanna Shchekatunova, school directors and teachers, methodologists took part in the discussion of urgent issues.
The event took place within the framework of the Kyiv EdFest management festival, which will last until March 25, 2016. During the festival, educators, scientists, experts can take part in seminars, master classes, trainings, panel discussions on current topics of modern education.
