Resolution from August 12, 2015 No. 579 The Cabinet of Ministers of Ukraine approved the Regulation on the procedure for implementing the right to academic mobility.

The regulation establishes the procedure for organizing academic mobility programs for participants in the educational process of domestic higher educational institutions (scientific institutions) on the territory of Ukraine or outside its borders and participants in the educational process of foreign higher educational institutions (scientific institutions) on the territory of Ukraine.

According to the provision, the right to academic mobility can be realized on the basis of international agreements on cooperation in the field of education and science, international programs and projects, agreements on cooperation between domestic higher educational institutions (scientific institutions) or their main structural divisions, between domestic and foreign universities (scientific institutions) and their main structural subdivisions.

In addition, the right to academic mobility can be exercised by a domestic participant in the educational process on his own initiative with the support of the administration of the domestic higher education institution (scientific institution) in which he permanently studies or works, based on individual invitations.

The regulations define that the goals, objectives and general rules for ensuring and implementing the right to academic mobility must comply with the main principles of the Joint Declaration of the Ministers of Education of Europe "European space in the field of higher education", made in Bologna on June 19, 1999 (Bologna Declaration).

The regulation was approved in accordance with clause 23 of the first part of article 13 of the Law of Ukraine "On Higher Education".
