By Order No. 1210-r dated December 5, 2014 "Some issues of the organization of the educational process in higher educational institutions", the government defined the mechanism of transfer, attestation and scholarship provision of students from Donetsk and Luhansk regions.

In order to transfer, students must submit a relevant application to the head of the desired higher education institution by December 19, 2014.

Issues concerning the admission of temporarily studying students to state certification in higher educational institutions in which they are temporarily admitted to classes, the procedure for ordering and issuing them documents on higher education of the state model and their annexes were also settled.

The order of the Cabinet of Ministers enters into force after its official publication.
