The Verkhovna Rada has passed in the first reading a draft law on establishing key performance indicators (KPIs) for heads of scientific institutions and a new approach to work.
According to the Ministry of Education and Science, the key idea is to set specific goals, results and effective management in the scientific field, as well as to ensure the renewal and rejuvenation of management personnel.
Currently, the Law "On Scientific and Technical Activities" does not provide for any approaches to evaluating the performance of heads of state research institutions.
Therefore, the new draft law will introduce key performance indicators for heads of scientific institutions.
To assess whether these institutions are working effectively, the draft law provides for the mandatory development of strategies and directions for their development, including attracting grants for the development of the research institution and increasing the number of young scientists, including those in leadership positions.
The draft law will help scientific institutions ensure further development, improve management and introduce new innovative ideas. For researchers, the adoption of the decision will be aimed at expanding their influence on the development trajectory of the research institution.
