In the first reading, the Verkhovna Rada adopted draft law No. 4629-1 on improving the mechanisms of forming a network of lyceums for the introduction of high-quality specialized secondary education.

The draft law abolishes the norm, when only the councils of cities with a population of more than 50,000 had the authority to establish communal lyceums.

According to the Ministry of Education and Science, the document defines new requirements for starting and carrying out the educational activities of a communal lyceum, the fulfillment of which must be ensured by the founder.

In particular, the document stipulates that supporting educational institutions will provide not only primary and basic secondary education, but also specialized secondary education.

"Decisions on the formation of communal lyceums as separate legal entities, their reorganization, liquidation or repurposing can be adopted by the Verkhovna Rada of the Autonomous Republic of Crimea, regional and city councils and representative bodies of other territorial communities that are able to ensure the functioning of the lyceum in accordance with the requirements of the law," the Ministry of Education notes .
