The government approved the composition of the Scientific and Administrative Committees of the National Council of Ukraine on Science and Technology Development, which included 48 people. The corresponding resolution was adopted today, August 9, at a meeting of the CMU in the premises of the Government House.
"The National Council is the main strategic body for reforming the sphere of science and innovation in Ukraine, which will be headed by the ex-officio Prime Minister. Under his leadership, the National Council will bring together the leaders of the scientific community and representatives of all key players in this field. For the first time in the history of Ukraine, a body has been created that will become not only supreme in the field of public control of scientific activity, but also a platform for effective interaction between scientists, executive authorities, and business representatives," noted the Minister of Education and Science of Ukraine, Liliya Hrynevych.
The composition of the Scientific Committee, based on the competition, was formed by the Scientific Identification Committee, specially created in accordance with European practice. It included 9 leading scientists, three of whom are representatives of domestic science, 6 are foreign scientists.
The Administrative Committee of the National Council of Ukraine on Science and Technology Development consists of representatives of central authorities and specialized institutions that have a direct influence on decision-making in the field of science. Its composition was formed on the basis of the proposals of the central executive authorities, the National Academy of Sciences and national branch academies of sciences, Kyiv city and regional state administrations, large science-intensive enterprises, scientific institutions and universities.
Each of the committees includes 24 people.
"The approval of the composition of the National Council is the completion of the process of its formation. Now she can start full-time work and fulfill her duties," explained the minister.
One of the main functions of the National Council will be the preparation of proposals regarding:
- formation of the foundations of state policy in the field of scientific and scientific and technical activity;
– development of the scientific and scientific and technical sphere in Ukraine;
- priorities of such development and measures for their implementation;
– integration of Ukrainian science into the world scientific and European research space, taking into account national interests;
– systems of independent examination of state targeted scientific on scientific and technical programs, scientific projects, state certification of scientific institutions, awarding of scientific degrees and awarding of scientific titles.
The National Council will also listen to and evaluate the reports of the main administrators of budget funds, which carry out scientific and scientific and technical activities. On the basis of this, the National Council will provide the Government with recommendations on the formation of the state budget - the determination of the total amount of funding for science and its distribution between basic and competitive funding of scientific research.
Basic funding is systemic, it is provided to support basic research, infrastructure development, etc. Competitive - given for the implementation of specific projects or tasks.
