Pursuant to Article 44 of the Law of Ukraine "On Higher Education", the Order of the Ministry of Education and Science of Ukraine dated October 15, 2015 No. 1085 approved the Conditions of admission to higher educational institutions of Ukraine in 2016. Pursuant to Article 13 of the Law of Ukraine "On Higher Education", the Order of the Ministry of Education and Science of Ukraine dated October 15, 2015 No. 1085 approved the List of specialties for which admission to study is carried out taking into account the level of creative and/or physical abilities of applicants.
The Procedure for submission and consideration of applications in electronic form for participation in competitive selection to higher educational institutions of Ukraine in 2016 was also approved. Currently, these documents have been submitted for registration to the Ministry of Justice of Ukraine, so their publication is not of an official nature. After registration, they will be officially published and will enter into force in the prescribed manner.
We draw attention to the peculiarities of the Conditions of admission to higher educational institutions of Ukraine in 2016:
1) For the first time, the 2016 Terms and Conditions cover junior bachelor's and doctor of philosophy degrees, and for the last time recruitment to the educational and qualification levels of junior specialist and specialist is provided for in higher education.
2) Recruitment of students to higher education institutions for all degrees (junior bachelor, bachelor, master, doctor of philosophy) and educational and qualification levels (junior specialist, specialist) will be carried out according to the new single List of branches and specialties, approved by the resolution of the Cabinet of Ministers of Ukraine dated April 29, 2015 year No. 266.
3) The Law "On Higher Education" provides for some changes to the state procurement model (within junior bachelor's, bachelor's, master's and specialist medical, veterinary and pharmaceutical fields based on complete general secondary education). According to them, the Ministry of Education and Culture determines the total number of budget places by specialties and specializations of individual specialties (for example, subject teacher specializations of the specialty Secondary Education). Higher education institutions set the minimum and maximum number of applicants that they can and are willing to accept under the terms of state procurement, taking into account the Terms and Conditions of 2016. Applicants determine their own priorities in choosing a university. EDEBO distributes entrants to higher education institutions taking into account priorities, as in 2015.
4) Entrants for junior bachelor, bachelor, master and specialist in medical, veterinary and pharmaceutical fields on the basis of complete general secondary education submit applications only in electronic form (except for persons who have the right to participate in the competition based on the results of entrance exams on the basis of complete general secondary education education, enrollment by interview and enrollment outside the competition). They can submit up to 15 applications for 5 specialties, where admission is provided with state funds, and determine their priority. Submission of applications in electronic form for educational programs that do not provide admission for public funds is not limited.
The schedule of the introductory campaign is changing. In particular, for full-time education based on full general secondary education:
- the start of accepting applications and documents - July 11;
- the end of receiving applications and documents from people who pass interviews, exams, creative contests - July 20, their holding - July 21 - 27;
- completion of the acceptance of applications and documents from persons who enter on the basis of external examination - July 27;
- announcement of recommendations for government procurement - August 1.
Within each ranking list of entrants for each specialty (educational program, field of training), the decision of the Cabinet of Ministers of Ukraine may determine the guaranteed amount (up to 5 %) of state-ordered places for preferential categories of entrants defined by law.
After the official publication of the Terms and Conditions 2016, a public event will be held for media representatives and relevant meetings with employees of admissions committees of higher educational institutions.
We would like to remind you that the Order of the Ministry of Education and Science of October 15, 2015 No. 1085 "On Approval of the Conditions of Admission to Higher Educational Institutions of Ukraine in 2016" approved the Conditions of Admission to Higher Educational Institutions in 2016.
Currently, the specified order has been sent to the Ministry of Justice for state registration.
