In the Ministry of Education and Science of Ukraine, the quality of education is a rather important issue. According to the Minister, in order to improve it, a separate relevant agency should appear in the near future.

"The National Agency for the Quality of Education will be a structure independent of the Ministry, which will work according to the principles of professional independence and quota principles. It will include representatives of universities, the National Academy of Sciences, students and employers. There will be no place for corruption. The requirements for candidates are high in terms of their professionalism and personal responsibility," emphasized Serhiy Kvit.

The issue of reducing the number of higher education institutions is also not fully resolved, but its solution will be influenced not only by quantitative indicators, but also by qualitative indicators, that is, the Ministry in the work it has started is guided exclusively by indicators of quality in the activity of each specific educational institution. Serhiy Kvit noted that at the beginning of 2015 there were 802 higher education institutions in Ukraine, currently there are 317 of them, and by the end of the year there may be 270 left.

According to the Minister, the Ministry of Education and Culture has implemented several innovative solutions that can give an impetus to improving the quality of education. For example, cancellation of protection of a scientific work for plagiarism.

The Ministry of Education and Culture is also preparing a decision for adoption by the Government aimed at abolishing the obligation to work out the state targeted referrals.

Some changes in secondary education were also discussed, namely the need to reduce reporting. Serhiy Kvit reported that the Ministry has already reduced several hundred types of reports for secondary schools and is sticking to the path of debureaucratization. A qualitative indicator is more important than a quantitative one, once again noted the Minister of Education and Science of Ukraine.

As Serhii Kvit reported, the Ministry is planning a transition to 12-year secondary education.
