About 87 billion hryvnias are needed to implement the law "On Education", which is planned to be adopted during the session week of July 11-14.
Such funds should be used by 2030, Minister of Education and Science Liliya Hrynevych said at a meeting with journalists on Monday, July 3.
"It is difficult to talk about the cost of the law. This cost is spread over 12 years. The largest additional amount required is for the 12th year of study, but this year will be, by law, in 2029-2030. Also, for example, there is a salary increase for teachers, which is spread over 5 years. That is, this total amount is spread over years. It is necessary to understand that there are no reforms without investments. Either we find the funds, or let's just sit with what we have," she said.
The minister explained that the money, in particular, is needed for teacher training: "We need to let 20,000 teachers, who will take the first grade in the 2018-2019 school years, go through training."
Hrynevych added that these funds have not yet been approved by the Ministry of Finance, and consultations are underway on this matter. "There must be political will. Let's ask ourselves the question: "Do we need a law "On education"? If needed. So it is necessary. Can't finance everything in full? So everything will go more slowly, but there will be at least some progress," the minister said.
At the same time, the Ministry of Education and Culture clarified that UAH 3.47 billion is needed to implement the concept of the New Ukrainian School - a large-scale educational reform.
"The volume of financial investments in 2017 will be 1.2 million UAH, in 2018 - 886.6 million UAH, in 2019 - 954.1 million UAH, in 2020 - 1.636 billion UAH," the department reported.
Financial support for the transition to the New Ukrainian School will be provided both from state and local budgets, as well as from international technical assistance and funds from other sources not prohibited by law.
"These resources are a long-term investment, which in the medium and long term will have a significant positive effect for the country," argues the Ministry of Education and Culture.
The volume of financing will be specified every year during the drafting of the draft State Budget of Ukraine and local budgets for the corresponding year within the limits of expenditures provided for managers of budget funds.
