If it is impossible to ensure safe epidemiological conditions for the mass stay of students in dormitories, the Ministry of Education and Science recommends the heads of institutions to ensure their temporary departure for the period from October 15 to November 15.
This is stated in the letter of the Ministry of Education sent to the heads of educational institutions.
At the same time, the department emphasizes that the organization of students' departure cannot be coercive and must take into account the safest possible conditions for the movement of students.
"The need to live in dormitories during this period for orphans, persons deprived of parental care, students of education from temporarily occupied territories, "red" quarantine zones, students of education undergoing internship, foreign citizens and stateless persons, etc., should be understood with understanding." - the Ministry of Education and Culture emphasizes.
The department also notes that these education seekers and students who combine study with work must be provided with the opportunity to live in dormitories during the above-mentioned period in accordance with the submitted application and with the maximum possible observance of quarantine restrictions and safety measures.
"Students who move out of dormitories between October 15 and November 15, 2020, should be exempted from paying for accommodation during this period. The payment, which was made as an advance, must be returned or credited as payment for subsequent periods of residence," the Ministry of Education and Science recommends.
In order to create safe living conditions for students in the dormitories during the above-mentioned period, the educational institution may make a decision to limit visits to the dormitories by outsiders. Exceptions are separate premises of institutions of higher, professional pre-university, professional (vocational and technical) education, designated as polling stations for the organization of voting.
"We have to take concrete actions to preserve the health and life of everyone. We hope for your understanding and civic responsibility," the Ministry of Education and Science emphasized.
