In the context of the implementation of the educational reform, it is important to foresee the ways in which the development of human civic competences will take place. Currently, they are prescribed in the Concept of the Development of Civic Education in Ukraine, which was adopted at the Government meeting on October 3, 2018.
Since civic education is based on universal human values and contributes to the formation of a healthy society, it should cover all educational levels - from preschool to adult education.
The document defines that the main tasks of civic education are:
– legal education (will help a person to understand how to use his rights, will contribute to the understanding of constitutional rights and duties);
– civic activism (will encourage influence on decision-making processes both at the national and local levels).

The concept summarizes the list of knowledge, abilities and skills that a person should master at each level of education. For example, the document specifies that a school graduate should understand the principles of healthy competition, be able to take responsibility for their actions, resolve conflicts peacefully, protect their rights, defend their position, etc.
Instead, during university studies, a person should learn the principle of the rule of law. Among other tasks is the formation of the ability to preserve cultural and scientific values, as well as multiply them.
"Since the last academic year, we have introduced cross-cutting content lines in school programs for grades 5-9, one of which is civic responsibility. At the same time, the Concept of Civic Education provides for a number of content lines that will be gradually introduced into the educational process. Among them: media literacy, critical thinking, volunteering, participation in the management of state affairs," said the Minister of Education and Science of Ukraine, Liliya Hrynevych.
The concept assumes that the principles of civic education should be applied in different types of education – formal, informal, informal. Thus, in formal education, civic competences are acquired during school or extracurricular activities. Since the acquisition of competences in non-formal education will take place outside of school hours, the implementation of the Concept will take place in cooperation with institutions of culture, social protection, departments of tourism, youth and sports. Informal education provides conditions for civic self-education through the inclusion of its ideas in public spaces - filling libraries and museums, parks, squares, etc.
