Higher education institutions must issue diplomas to their graduates in a timely manner so that they can freely choose institutions to continue their studies. The delay in issuing a diploma is a limitation of the rights of graduates, such situations are unacceptable and will certainly receive a reaction from the Ministry of Education and Culture.
This was emphasized by Oleg Sharov, Director General of the Directorate of Higher Education and Adult Education of the Ministry of Education and Culture of the Ministry of Education and Culture, during a press briefing on the equator of the entrance campaign, which took place on July 18, 2019, in the hall of the Board of Education of the Ministry of Education and Culture of the Ministry of Education and Culture.
"Currently, we have a small number of appeals regarding the delay in issuing bachelor's and junior specialist diplomas. For the last day or two, we have been receiving answers that all the problems have been solved, but, nevertheless, there are complaints. Therefore, I would like to draw the attention of the institutions to the fact that restricting the right of an applicant to submit documents for admission to other universities is inadmissible and unacceptable. In previous years, unfortunately, we have seen cases where documents were delayed so that a person had the opportunity to continue his studies only at this institution. Such situations will be considered by the Ministry, and quite intolerantly, as this is a limitation of the graduate's rights," Oleg Sharov emphasized.
