The day before, a meeting of the Board of the Ukrainian Association of District and Oblast Councils was held at the Ministry of Regional Development, Construction and Housing and Communal Economy of Ukraine.
The main issue of the meeting was the decentralization of power and the transfer of powers to local levels. The project of a new concept of professional education in Ukraine, based on the principle of decentralization, was discussed at the meeting.
The participants of the meeting were the President of the Association Serhiy Chernov, other members of the Association, Deputy Minister of Regional Development, Construction and Housing and Communal Affairs Vyacheslav Negoda, representatives of other departments, heads of regional state administrations, representatives of public organizations.
As the participants of the meeting noted, the issue of decentralization - both financial and managerial - is highly anticipated in Ukrainian society today and needs to be implemented as soon as possible, starting from the legislative level; after all, according to the heads of regional state administrations, the postponement of this reform leads to an exacerbation of the mood of citizens in the regions.
It was decided to prepare an appeal to the highest officials of the state regarding the immediate introduction of normative and legal changes in order to start the decentralization of power and the reform of local self-government in the regions.
"Decentralization is also a priority in the educational policy of the Ministry of Education and Science and, in particular, a new concept of professional education in Ukraine is built on it," said Deputy Minister of Education and Science Pavlo Polyanskyi.
According to the above and from the words of the authorized persons, the duties of the Ministry should include only the formation of educational policy and the content of education based on civil society.
"Questions regarding personnel, appointment or dismissal of heads of educational institutions, financial regulation - these powers and responsibilities for them should be concentrated at the regional level," Pavlo Polyanskyi emphasized.
Also, the Ministry of Education and Science proposes to the public to reformat vocational and technical institutions at the district or oblast level into multidisciplinary ones from the narrowly specialized ones they are now (for example, agricultural vocational college, culinary vocational college, etc.). It should be noted that the new professional colleges will train specialists in all specialties, without exception, that this region needs.
Under such a model, the educational institution will receive an estimate for the entire year, and the director of the educational institution and the local community will determine for themselves which specialists they need and for what period.
According to the results of the meeting, a draft decision on the mechanism of decentralization and reform of local self-government will be prepared in the considered areas.
