For the priority enrollment of a child in the first grade, using only the place of registration as one way of confirming the child's residence is an unacceptable restriction. You can also confirm your place of residence with a number of other documents.
This is stated in the letter of the Ministry of Education and Culture of April 5, 2019 No. 1/9-227, dedicated to the admission of children to the first grades in 2019.
It was explained that in accordance with the requirements of the new Law "On Education" the procedure for enrolling children in the first grades was changed. Now every child can go to the school closest to their place of residence, assigned to that area (without tests, interviews or other tests). For priority enrollment, you only need to confirm your place of residence with one of the documents. Their list is fixed in the resolution of the CMU No. 684 "On approval of the Procedure for keeping records of preschool, school-age children and students."
The child's place of residence can be confirmed with the following documents:
– passport of a citizen of Ukraine (temporary ID card of a citizen of Ukraine, permanent residence card, temporary residence card, refugee card, ID card of a person in need of additional protection, ID card of a person granted temporary protection, certificate of application for protection in Ukraine) of one of the parents child or legal representatives;
- certificate of registration of the place of residence of the child or one of his parents or legal representatives;
– a certificate of registration of an internally displaced person;
– a document certifying the right of ownership of the corresponding housing;
- a court decision, which has entered into legal force, granting a person the right to move into a residential premises, recognition of a person's right to use a residential premises or the right to own it, the right to register a place of residence;
– a document certifying the right to use housing (hire/sublet/lease agreement, etc.) concluded between natural persons (provided it is registered or notarized) or between legal entities and natural persons, in particular regarding the use of a room in a dormitory;
- a certificate of military service;
- act of inspection of living conditions.
However, this list is not exhaustive - confirmation can also be another official document containing information about the place of residence of the child and/or one of his parents or legal representatives. When accepting such a document, school principals must ensure that it:
– contains information that confirms or certifies the place of residence of the child or his parents (one of the parents) in the service area of the relevant general secondary education institution;
- drawn up, issued or certified by a person authorized to do so in accordance with the law;
- has the form and details provided for by the relevant legal act.
The Ministry of Education and Culture reminded that the date of the start of accepting documents for enrollment in the first grade is determined by local self-government bodies. Reception has already been announced in some regions of Ukraine. At the same time, the deadline for submitting documents is the same for everyone - May 31.
Parents have the right to submit an application to the educational institution in the service territory of which they (their child) live, the child's enrollment in this school is guaranteed by the Law. Also, parents have the right to submit an application to any other institution - the child can be enrolled in it for free places, in particular, based on the results of the lottery.
If the number of submitted applications does not exceed the number of places on May 31, then an order to enroll all children is issued no later than June 1. Their list is published exclusively in the educational institution.
When the school has free places, information about them is posted on the information stand of the institution and on its website (if there are none, on the website of the authority in whose sphere of administration the institution is located).
If the number of submitted applications exceeds the number of places on May 31, the following children will be enrolled until June 1:
- whose place of residence in the school's service area is confirmed;
- who are native (adopted) brothers and/or sisters of students of this educational institution;
- who are children of employees of this educational institution;
- who are graduates of the preschool division of this educational institution (if available).
Until June 15, all other children are enrolled according to the results of the lottery. It is held from June 5 to 10 and is open to the public.
