At the meeting of the Committee on Science and Education on March 18, 2015, a decision was made to recommend that the Verkhovna Rada adopt the draft law of Ukraine on amendments to the laws of Ukraine (regarding the establishment of educational institutions by religious organizations) (revised) (reg. No. 1447) and the draft Resolution of the Verkhovna Rada of Ukraine on the establishment of a moratorium on the closure of general educational institutions of state and communal forms of ownership (reg. No. 2173).
The project gives the right to religious organizations to create educational institutions (preschool, general education, extracurricular, vocational, higher education) by changing the statutes (regulations).
In turn, the authors of the draft law are convinced that the proposed legislative changes do not violate the constitutional principles of separation of religious organizations from the state, and schools from the church.
Also, according to this project, a moratorium is established on the closure of state and communal educational institutions, which in turn is due to the lack of funds for the maintenance of rural schools. As noted by the Verkhovna Rada Committee on Science and Education, this project does not solve the mentioned problem.
