In order to ensure the safety of all subjects of the educational process, the Ministry of Education and Science of Ukraine and the State Service of Ukraine for Emergency Situations issued an instruction to carry out outreach work in preschool, general education, after-school, vocational and technical and higher educational institutions.

The heads of departments (departments) of education and science of regional and Kyiv city state administrations, higher educational institutions of I-IV levels of accreditation, heads of the main departments of the State Emergency Service of Ukraine must comply with the request of the Ministry of Education and Science of Ukraine and the State Emergency Service of Ukraine, which specified in the letter No. 1/9-55/02-1645/12 dated 05.02.2015 "On security measures for possible risks of emergency situations, terrorist acts, sabotage, mining".

Work should be carried out as soon as possible to clarify the procedure for emergency situations, acts of terrorism, and other dangers, as well as in case of detection of suspicious objects, vehicles and persons whose behavior arouses suspicion.

Also, it is necessary to discuss the rules of behavior when detecting explosive objects and providing first aid to the injured and victims.
