One of the steps in the reformation of the educational sector is the fight against plagiarism, because it is known that this problem is very widespread and covers all levels of education. Both those who study and those who teach resort to compilations. But the saddest thing is that they often do not see anything wrong with it, because they behave formally. You just need to submit an essay, coursework, diploma, doctoral thesis. The main thing is to protect yourself. For evaluation or status. And they are not interested in the fact that there is nothing research in that work, let alone innovative.
Therefore, part 5 of Article 6 of the Law of Ukraine "On Higher Education" is aimed at overcoming this problem at least partially: "Dissertations of persons obtaining the degree of Doctor of Philosophy and dissertations (or scientific reports in the case of defense of scientific achievements published in the form of a monograph or aggregates of articles published in domestic and/or international peer-reviewed professional publications) of persons who obtain the degree of Doctor of Sciences, as well as reviews of opponents are made public on the official websites of the relevant higher educational institutions (scientific institutions) in accordance with the legislation".
The order of the Minister of Education and Science of Ukraine, Serhii Kvit, "On the publication of theses and reviews of official opponents" on July 22, 2015, was registered in the Ministry of Justice. According to this document, theses (except for those containing state secrets or information for official use) must be posted on the official website of the university/scientific institution whose special council will accept the defense no later than 10 calendar days before the date of the defense.
In addition, reviews of official opponents and the author's abstract must be publicly available within three months from the date of issuance of the diploma of Doctor of Philosophy or Doctor of Sciences.
