The question "Who is responsible for the safety of children when they are in or near school?" rises annually after another high-profile case. Last year in Kyiv, several adults at a physical education class persistently invited two girls to get into their car, and when they saw the teachers, they drove off. Parents all over the city began to panic, texting each other with warnings. Then the city police confirmed this case, and the Ministry of Education urged parents to stop panicking.

Officials from the Ministry of Education have admitted that no one is fully responsible for the safety of children at school, says Yan Ivanyshyn, a journalist of the "Morning with Inter from 7:00 a.m. to 10:30 a.m." program. "Today, the state does not finance such a separate position as a security guard, who would directly monitor the safety of children's lives and health.
Typical staffing standards of secondary education institutions provide only for the position of a guard. And, if you look at what is written in the instructions, the watchman is, in fact, a person who is more responsible for the protection of the school premises and equipment", Oleksandr Sych, the manager, told in an interview with the program "Morning with Inter from 7.00 to 10.30" of the expert group of the directorate of strategic planning and European integration of the Ministry of Education of Ukraine.
Teachers are more responsible for children's safety. "This is more the competence of the school director, teachers - according to the new law on education, it is the responsibility of teachers to take care of the physical and moral health of children at school. Of course, teachers can also see who enters the school - whether they are familiar adults or not," Oleksandr Sych explained. It could be so in theory. But in practice, the teacher cannot physically control the educational process, discipline in the classroom, extracurricular activities, and safety at school during breaks.
The first option is the collection of funds for protection by the parents themselves. "There are no legal restrictions. The main thing is that there is no coercion in these matters. Parents can take the initiative to go to the school director and then they can turn to professional services," said Oleksandr Sych.
The second option is to contact the local authorities and demand that the deputies include the issue of school security in the local budget. The information is transferred to the search database of the police and special services for recognizing persons and car numbers. "If a wanted person appears on the school premises, the information is sent to the data processing center and synchronized with the database of law enforcement agencies.
In some schools in Kyiv, parents paid for the installation of turnstiles, and children were given identification cards. The child entered or left - parents received an SMS with a message.
