The Ministry of Education and Science of Ukraine approved "Typical staff standards of higher educational institutions of III-IV levels of accreditation". This is stated on the website of the Ministry of Education. This project was created and adopted for the purpose of streamlining staffing and staffing standards of higher educational institutions of III-IV levels of accreditation.
According to these regulations, the heads of higher educational institutions of III-IV levels of accreditation must bring the staff lists of institutions into compliance with the specified order.
According to the order, the heads of higher educational institutions must not allow an increase in the number of employees, whose work is paid from the funds of the general fund, which was established on September 1, 2014. However, this item does not apply to the heads of new universities and other cases of increasing the number of employees of these institutions by decisions of the Cabinet of Ministers.
At the expense of the funds of the special fund in full, the heads of institutions have the right to introduce the number of positions of employees, which is specified in the approved regulations.
Also, heads of higher education institutions can replace positions (not including managers) of various structural divisions to take into account the specifics of the educational process, but within the limits approved by the regulations. Positions of employees can be changed only within one category (for example: economic and service or teaching) personnel.
In case of production necessity or for the period of time-limited activities of the educational institution, no more than 10 % positions may be introduced from the total number of employees of the educational institution, calculated according to approved standards, at the expense of a special fund.
The order "On the approval of standard staffing standards of higher educational institutions of III-IV levels of accreditation" will enter into force on September 1, 2014.
