Among the issues considered at the Collegium of the Ministry of Education and Science of Ukraine, held on December 1, the key issues were the implementation of the Law of Ukraine "On Higher Education". As reported by First Deputy Minister Inna Sovsun, in order to improve the licensing procedure of higher educational institutions, the Ministry has developed a draft resolution of the Cabinet of Ministers of Ukraine "On approval of the Procedure for conducting licensing examination in the field of higher education."

A draft resolution of the Cabinet of Ministers of Ukraine "On the approval of the Regulation on the procedure for implementing the right to academic mobility" has also been prepared, the adoption of which will strengthen the cooperation of higher education institutions and scientific institutions at the international level and will improve the quality of higher education and research activities, which will contribute to European integration.

According to Inna Sovsun, the MES is working on the preparation of the methodology for the development of standards of educational activity and standards of higher education, methodological recommendations for the development of standards of higher education and the Regulations on the commissions of the Scientific and Methodological Council of the MES. In addition, the First Deputy Minister reported on the work on improving the awarding of academic titles. According to her, the main ideology will be to award scientific titles specifically for scientific activity in the presence of international publications.

At the collegium, Inna Sovsun also informed those present about the ministry's intentions to supplement the list of documents on education of the state model in Ukraine with the documents "Diploma of Doctor of Philosophy", "Supplement to the Diploma of Doctor of Philosophy of the European Model" and "Diploma of Doctor of Sciences".
