Reforms of the current system of professional development require 78.71 TP3T teachers. At the same time, teachers are ready to invest more of their time in this, especially for learning a foreign language (this is needed by 44.9% respondents), studying methods of preventing professional burnout (42.6% respondents) and mastering competencies for constructing a new educational space (38.8% respondents) . This information was obtained based on the results of a joint sociological study of the NGO "Edcamp Ukraine" and the Ministry of Education and Science "Teaching and learning: how and where to grow Ukrainian teachers", which was carried out at the beginning of the summer of 2018.

In total, 8,427 teachers took part in the study, representing all regions of Ukraine and educational institutions of all possible types and forms of ownership.

The survey also demonstrated the widespread trust and hope of teachers in the future external independent certification of teachers - 72.2% believe in the transparency and effectiveness of this mechanism. Despite the fact that today the main purpose of certification is to find the best teachers, and the voluntary nature of the procedure is enshrined both in the regulations and in the Law "On Education", 62% respondents are in favor of the mandatory introduction of certification to replace the current attestation. At the same time, only 29% fully agree with the fact that the majority of teachers in their educational institution are open to change.

"I am convinced that such results are largely explained by distrust of the current procedure for the certification of teaching staff, which now makes the teacher's professional growth too dependent on the position of the director. Today, certification cannot become mandatory for all teachers, but we hope that certification itself will provide an opportunity to pilot a number of mechanisms that will help fundamentally change the certification procedure, make it more objective," said Minister of Education and Science Liliya Hrynevych.

The results of this study will be used by the Ministry of Education and Culture for the further construction of the "money follows the teacher for professional development" mechanism. It will give the teacher the opportunity to independently choose where to study, and the state will pay for it.

Also, the NGO "Edcamp Ukraine" proposed the "Declaration on effective professional development" project, which, in particular, outlines the growth vectors of school teachers, formulates criteria for evaluating the activities of professional development service providers, and lists indicators of their effective work.
